According to document of mosques vision in 1404 (Hijri Shamsi) which contains the characters of top mosque, mosques have to be able to effective in process of cultural decision making of country, effective calling people and public mobilization in order to achieve goals of the Islamic revolution of iran and equipped with popular communicational network and useful communicational systems.
These characters demonstrate the importance of existence of a social system which is based on networks. These networks have to enable mosques to be effective in process of decision making in various social aspects, specially in cultural aspect to do their communicational functions.
According to mentioned characters in above, the existence of a communicational network to link mosques together, creation and organizing hierarchy from the center to mosques to increase synergy, creation of a holly front by using of these bases, organized encounter to environmental chances and threats and making dialogues as an necessity and strategic subject is very important.
First pivot: expanding the communications and exchange of experiences between human resources of mosques
Administrative policies:
¤ Promotion of report writing and documentation culture
¤ Seminars and meetings to exchange of knowledge
¤ Optimum use of cyberspace and internet in order to create forums and experience transmission
¤ Optimum use of local specialists and voluntaries to serve in mosques by creation of integrated and suitable informational fields
Fundamental proceedings:
¤ Issuance of ID Cards for mosques in their activists
¤ Creation of forums in website of mosque
¤ Training workshops and exchange of experiences
¤ Publishing the related magazines to mosques
Second pivot: Organizing the council of Imams of Jama’ah in districts, areas and regions
Administrative policies:
¤ Increase of authorization of the councils
¤ Assignment of responsibility of councils in districts and regions to successful Imams of Jama’ah
¤ Evaluation of participation rate of Imams of Jama’ah in meetings of councils
¤ Enabling councils in order to suggest new qualified Imams of Jama’ah and evaluation under authority Imams
¤ Inviting councils to participate in decision making process for planning for mosques in macro level
Fundamental proceedings:
¤ Codification of bylaw for creation of the Imams of Jama’ah of mosques council (districts, regions and areas)
¤ Creation of districts, regions and areas council
Third pivot: Use of capabilities and abilities of privileged mosques and the able mosques to equip and improvement of other mosques
Administrative policies:
¤ Use of suitable methods such as establishment of common funds in order to collect and sharing financial resources of mosques
¤ Introducing capabilities and abilities of privileged and superior mosques to improve the other mosques
¤ Preparation of such conditions for optimum use of cultural-welfare facilities of mosques by neighbor mosques
¤ Conduction and special support of common programs and ceremonies between mosques
¤ Creation of such conditions for more coordination between the mosques of other provinces
Fundamental proceedings:
¤ Design and codification of coordination system between mosques
¤ Determination of events and implementation of common ceremonies between the mosques of districts
¤ Establishment and extension of fund to support mosques
Fourth pivot: Optimum use of IT
Administrative policies:
¤ Facilitate of the macro level management of mosques by IT specially, non-paper system
¤ Emphasis on connecting the privileged mosques to computer network of mosques
¤ Use of suitable, integrated and same software to organize the mosques equipped with network connection
¤ Encouragement and support for the activated mosques in IT
¤ Activation of mosques portals by loading the information and useful files for mosques and putting announcements on these portals
Fundamental proceedings:
¤ Establishment, empowerment and publish of the mosques portals
¤ Establishment of computer network between the mosques
¤ Making required and special software for mosques management
¤ Encouragement of the activated mosques in computer network
