Synchronization of institutions
Numerous determinant institutes which are in relation with mosque issue and also lack of determination and description for interaction methods between the government and cultural, social and political institutes and mosques, has become an important problem that its resolving could be mentioned as a strategic issue.
The various aspects of this problem are related to weakness in coordination in diverse activities in management section of mosques.
Reworks, parallel works, lack of accountability and assignment of some of affairs and existence of problems between these institutes and also not appropriation of required credits for mosques to them are serious and important challenges which are as obstacle for moving into achievement of the EIM concept.
Hence, the main propose of synchronization is coordination between the organizations and various institutes which are related to mosques in policy making and executive activities, supervisory and supportive aspects.
First pivot: Organizing and modification of the methods and the management systems of mosques in relation with institutes
Administrative policies:
¤ Encouraging gradual establishment of suitable systems of unit management in mosques
¤ Creation of convergence and agreement between the relevant institutes, to respect unit management system in mosque
¤ Special attention and suitable use of dignity and functions of Imams of jama’ah in implementation of unit management system in mosques
Fundamental proceedings:
¤ Codification of management system of the mosques
¤ Tentative implementation of management system in the selected mosques
¤ Official implementation of management system of the mosques
¤ Implementation of financial and trading bylaw, financial auditing and accounting bylaw of the mosques
Second pivot: Systematize and regulating of interaction method of the various supportive and governmental institutes together
Administrative policies:
¤ Centralized organizing of the relevant institutions
¤ Optimum use of capabilities of the center which is under direct supervision of the supreme leader of Iran (damat barakatoh)
¤ Active participation in institutions and conferences
Fundamental proceedings:
¤ Establishment of the committee of synchronizing and organizing of the mosques affairs
¤ Creation of the specialized aspects corresponding departments under supervision of the secretariat
¤ Effective coordination and interaction with various institutes and modification of the relevant rules
Third pivot: Maximum use of capacities and capabilities of the relevant institutes and conducting them
Administrative policies:
¤ Use of legal capabilities and facilities in the cultural and social fields, specially the existent capabilities in the annual budgets
¤ Use of facilities of the institutes by coordination of their senior managers
¤ Utilization of the global day of mosques in order to introduce and encourage of the leading organizations to support of the mosques
¤ Optimum use of the budgets and facilities of the institutes and the centers in worthy servicing to mosques, emphasizing on support of cultural affairs
¤ Efficient attempt to use maximum use of credits and abilities, the institutes development to do their missions to fulfill the demands of the mosques properly
